CACER DECREE: WHAT IS IT ABOUT?

The CaCer Decree (Configurazioni di autoconsumo per la Condivisione di energia rinnovabili - Configurations for Self-Consumption and Sharing of Renewable Energy), approved in January 2024 by the Italian Ministry of Environment and Energy Security, is a significant step towards promoting the self-consumption of renewable energy in Italy.

The decree aims to simplify and facilitate the creation of Renewable Energy Communities (RECs), enabling citizens, small and medium-sized enterprises (SMEs), and local administrations to produce, consume, and share clean energy.

How does it work, and what are its objectives?

What the Decree includes

The CaCer Decree introduces two main measures:

• An incentive tariff for the energy produced and self-consumed, which varies based on the installed system capacity.

• A non-repayable contribution of up to 40% of costs for the creation of new renewable energy plants or the expansion of existing ones.

A total of €2.2 billion will be available until June 30, 2026, to support these projects. However, funding applications can only be submitted by already established energy communities.

The CaCer Decree aims to:

• Simplify bureaucratic procedures: Making it easier for energy communities to start their projects by removing administrative complexities.

• Provide economic incentives: Offering financial support to make investments in renewable energy more accessible.

Who can benefit from the Decree?

The CaCer Decree primarily targets municipalities with fewer than 5,000 inhabitants, citizens, SMEs, and associations looking to create energy communities.

Additionally, collective self-consumption groups can also benefit from the Decree’s incentives.
